White Appointed Senior Vice President at UWF

WILMINGTON, NC – UNC Wilmington University Counsel and

Assistant to the Chancellor Harold M. (Hal) White Jr. has been named

senior vice president and general counsel for the University of West

Florida in Pensacola. His responsibilities will include oversight of the

university’s legal affairs, human resources, communications, information

technology and special projects.

White will assume his new duties in January, working with UWF

President John Cavanaugh, former UNCW provost and vice chancellor

for academic affairs.

“It has been my distinct honor and privilege to have served UNCW

under the leadership of Chancellor Leutze during one of the most

remarkable periods of growth and progress that can be experienced by

any successful institution,” said White. “With the foundations that have

been laid and the directions that have been set over these past 12 years,

the future of UNCW is extremely bright. I leave this wonderful university

and many wonderful friends with decidedly mixed feelings as I look

forward with you to the very bright future ahead for UNCW. What a

privilege it has been to be a small part of that future.”

White joined UNCW as university attorney in January 1994. He was

named university counsel, assistant to the chancellor and lecturer in

political science and communication studies in January 1996. White is a

former special deputy attorney general of North Carolina and former chief

of international law and acting attorney general for the Federated States

of Micronesia. He also served as professor of law at Western State

University College of Law in Los Angeles and was a former visiting

professor of law, ethics and policy at UNC Chapel Hill.

“Hal has been a very valuable member of the administrative team and

teaching faculty of UNCW and will certainly be missed,” said Leutze.

“This is a great opportunity for him.”

“Hal brings a special blend of talents that will serve UWF well on its

march to become a world-class university,” Cavanaugh said. “His diverse

background includes a firm grasp of legal issues affecting higher

education and experience in technology-transfer agreements. At UNC

Wilmington, he successfully managed complex projects for the university

ranging from the formation of a new Information Technology Systems

Division to restructuring campus intellectual property policies and

procedures.

“Having worked with Hal at UNC Wilmington, I observed first-hand his

professional and detailed approach in tackling complicated matters, and I

am delighted he wants to join the UWF family.”

White, a former professor of law at the Western State University College

of Law in Los Angeles, also has international experience. He served as

the senior assistant attorney general for the Federated States of

Micronesia, where he was chief of the Division of International Law and

was a delegate of Micronesia to the United Nations in 1992. Also, he was

project counsel and associate researcher at the Smithsonian Institution

(1982-87) where he co-authored a book on space law for the Smithsonian

Press that was nominated for a Pulitzer Prize.

White’s appointment is part of President Cavanaugh’s restructuring of

the university’s senior management team.
