Legislative Changes to the State Personnel Act

House Bill 834, Modern State Human Resources Management, was signed into law by Governor McCrory this week.  Please see a letter from Neal Alexander, Director of the Office of State Human Resources (OSHR).

Of particular interest:

  • Holidays – Provides for a standard of 12 holidays annually.  In the past the number of holidays fluctuated depending on the day of the week for December 25th.  Since December 25, 2013 is a Wednesday there are 12 days built into the UNCW 2013 holiday calendar.  There will be no change this year and December 27, 30t and 31 will remain required vacation days for employees who earn leave.
  • SPA Probationary Period – Previously the SPA probationary period was 3-9 months. Following the probationary period employees were designated as “permanent” and at 24 months employees earned career status.  Under the new law, the probationary period will be 24 months and then employees will be designated as career status employees.

SPA Grievance Process – The final university decision will not become final until reviewed and approved by OSHR.  Other procedural changes are designed to shorten the time before SPA employees are notified of the outcome of a grievance.
