Whereas the administration of salaries of SPA employees is controlled at the state level, not by the university; and
Whereas in recent years the legislature has approved only a flat sum or minor percentage increase rather than fully funding the OSP salary plan; and
Whereas teaching and learning depend not only on skilled and dedicated faculty but also on skilled and loyal staff; and
Whereas budget constraints disproportionately affect women, members of under-represented ethnic groups, and the working poor – those persons who comprise the majority of SPA employees; and
Whereas many SPA staff spend as much as 40% of their take-home pay to provide health care to their families and see the value of their potential retirement income jeopardized; therefore
Be it resolved that the Faculty Assembly commend the SPA staff of the UNC system and honor their loyalty and service in support of teaching and learning; and
Be it further resolved that the Faculty Assembly request that faculty at the constituent institutions join in bringing to public attention the plight of SPA employees; and
Be it further resolved that the Faculty Assembly urge President Broad and the Board of Governors to publicly support funding of the OSP salary plan by the legislators and to address this growing problem.
