Provost Hosier called the
meeting to order at 3:30 pm.
The minutes of the November
17 meeting were approved as distributed on the Web.
Student Affairs strategic planning. Dr. Dragna gave
an overview of strategic planning in Student Affairs, and Dr. Mayhew presented
the details of the development and implementation of their updated plan.
Dr. Dragna highlighted four characteristics
of the Student Affairs strategic plan:
- it is consistent with the university’s plan, having been developed in
parallel with the campus-wide strategic plan over the past one and one-half
years,
- it uses learning outcomes as a lens to assess programs (and even to guide
construction of facilities),
- it uses an integral assessment tool to follow programs and services at strategic
points,
- it uses a software application to track and document the extent to which
goals have been achieved, and modifications that have arisen from the
assessment results.
Dr. Mayhew used PowerPoint slides
and several handouts to demonstrate how the assessment process works, from
revisiting the purpose and objectives of each of the programs within the
division to activating the strategic plan through assessment of desired
learning outcomes. In response to
questions, Dr. Mayhew pointed out that in Student Affairs the learning outcomes
drive the strategic plan, eliminating the need for separate progress measures
or strategies. Diversity goals are also
dealt with by expected learning outcomes.
The Council engaged in discussion about features
of Student Affairs’ approach that could be transferable to other divisions and about
the advantages of hearing from other divisions about their planning processes. Some ideas expressed included these: division plans need to feed results to the
university plan with a common understanding of what measurements are used; communication
is enhanced by a wide understanding of what each division plan looks like and
how it operates; in combination, divisions must collectively address every
university goal and progress measure; and a loose common framework of some kind
is desirable.
After extended discussion about the
purpose and content of divisional strategic planning presentations to the
Council, Provost Hosier asked Dr. Tyndall, Ms. Castellino, Dr. Mayhew, and Dr.
Spackman to put together a discussion for a future Council meeting that focuses
on this issue.
The meeting was adjourned at
5:06 pm.
