Provost Hosier called the
meeting to order at 3:30 pm.
The minutes of the May 10
meeting were approved as posted on the Web.
Provost Hosier introduced the
three new members of the 2006-07 Planning Council: Dr.
Michael Walker, who replaces Dr. Jim Dragna as a representative of Student
Affairs; Dr. Richard Dillaman, who replaces Dr. Tom Schmid as a faculty representative;
and new SGA President Ms. Katherine Gurgainus.
Provost Hosier explained the
new UNC-GA directive that campuses propose annual goals, for each of the next
five years, for first-year retention rates, four-year graduation rates, and
six-year graduation rates. These goals
should “stretch the campus to allow more students to succeed and graduate,”
according to GA. Dr. Spackman presented
background information, including historical and comparative data within the
UNC system provided by GA, comparative data for our peer institutions, and
additional UNCW data on retention, persistence and graduation. Observations were made about the predictive
value of retention rates on graduation rates, of persistence rates on
graduation rates, and of four-year graduation rates on six-year graduation
rates. Mr. Russell informed the Council
that the State Budget Office is implementing a “results based budget” in the
next two to three years, and that the goals we set in the areas of retention
and graduation may eventually influence our state appropriation.
The
Council discussed factors influencing retention and graduation rates, reasons
why students leave UNCW or do not graduate within six years, obstacles to
increasing these rates, and possible interventions to overcome those obstacles. Eventually, a comprehensive plan for
achieving retention and graduation goals must also be submitted to GA. Formal instructions for submitting campus
goals and plan are expected soon.
As a
recommendation to the Chancellor, the Council approved the following retention
and graduation goals.
