meeting to order at 2:00 pm.

meeting were approved as posted on the Web.
Results-based
budgeting performance measures.
Beginning with the 2007-09 biennium, results-based budgeting became part of
the biennial continuation budget process. This year, campuses have been
asked to update their service statements and performance measures in preparation
for the 2009-11 biennium. Having consulted with various offices across
campus, and following discussion by the Chancellor's Cabinet, Mr. Russell
presented the latest draft of 27 performance measures, together with (in most
cases) actual data
in ten purpose code categories from the years 2005-06, 2006-07 and 2007-08.
Wide-ranging discussion followed, and several suggestions for improvement were
made, including adding service learning statistics and applications processed to
purpose code 160 (Student Services). It was observed that a drawback of
this process of performance measure development is that each constituent UNC
institution proposes its own unique set of RBB performance measures, making it
difficult for state budget managers, who may not be familiar with higher
education operations, to understand their impact or their level in comparison to
other institutions. Where possible, UNCW will provide UNC System averages
or ranks, national norms or other context for our RBB performance measures.
UNC-GA
accountability measures. As part of
a process initiated more than a year ago for the development of its
Accountability Plan, UNC-GA has established a three-phase process for campuses
to "set targets by year for improvement for the five-year period 2008-09 through
2012-13." Phase I targets, due by the end of June, call for year-by-year
targets in seven areas: distance learning, retention, four-year graduation,
six-year graduation, community college transfer four-year graduation, remaining
need (bottom three quintiles) and debt load (bottom three quintiles). Ms.
Castellino presented a preliminary draft of Phase I targets for discussion
purposes, together with some background information on debt load and student
demographics by GA family income quintile. Extended discussion focused
primarily on understanding what is meant by "debt load quintiles" and "remaining
need quintiles," and on what kinds of strategies could affect them. For
clarification, GA has divided each campus' in-state graduating seniors into five
sets, according to which quintile their family income falls into (based on the
family incomes from a March system-wide current student population survey).
Then, within each of those five sets of students, an average remaining need
(cost of attendance minus estimated family contribution minus
grants/scholarships) and an average debt load (based on student loans) is
calculated. Though a misnomer, these campus averages are termed
"quintiles" by GA. Discussion revealed that the only apparent practical
means of decreasing average remaining need and average debt load for UNCW
graduating seniors whose family income falls in the lower three quintiles is to
increase grants in aid and to increase graduation rates (by decreasing the
number of semesters of incurred costs). Provost Hosier indicated that
communications with GA are ongoing, and that final Phase I targets submitted by
late June will be communicated to the Council.
