Explains university polices and procedures for stipend payments to individuals not employed by the State of North Carolina.

Applies to all university departments and activities.

General Statement

Stipend payments to individuals not currently employed by the State of North Carolina should be paid via a Check Request supported by a Stipend Payment Certification form.

For the purpose of this procedure, stipends are defined as payments made to an individual under a fellowship or training grant in accordance with pre-established levels to provide for the individual's living expenses during the period of training. Generally, stipend payments are set forth and defined as part of the grant agreement, which enables the individual to be reimbursed for expenses during the educational period, and are not payments for services performed.

Payments made to educational institutions for substitute teachers are not defined as stipends for the purpose of this procedure.

Preparation of Stipend Payment Certification

The Stipend Payment Certification must be prepared according to the Instructions for Preparation of Forms. Certifications not properly completed will be returned to the department for correction.

Certifications must be attached to a Check Request (see Procedure ACG 1.50) and forwarded to the Comptroller for payment.

Use this form to support Check Requests covering stipend payments to individuals not employed by the State of North Carolina.
