Outlines University policy and procedures regarding the use of the State of North Carolina Courier Service.
B. Scope.

C. Policy.
1. General Statement.
The State of North Carolina Courier Service is a system of transporting (at
low cost) correspondence, related materials, and other communications to and
from city and county governments, technical institutes, the N.C. university
system, and many other agencies in state government. It is operated by the
state on a non-profit basis. Delivery takes one or two days.

1. Use of the State of North
Carolina Courier Services for a Specific Agency.
A list of various University of North Carolina locations and their respective
courier box numbers is shown below for your information. Contact UNCW Postal
Services for service directories and information regarding the use of the
courier service for an agency not listed below.

2. Addressing Courier Mail.
When addressing mail to be sent via the state courier system, DO NOT USE
U.S. POSTAL SERVICE BOX NUMBERS OR ZIP CODES. The following format is required
for courier mail:
a. Addressee Format. Each piece of courier mail must display the addressee's name, agency or department name, city, and the courier box number of the addressee.
b. Return Address. There are two acceptable options that may be used for indicating the return address:
- If using the UNCW mailing labels
available via a Printing Services Forms
Order, the only additional information required in
the return address is the
UNCW department name of the sender.
- If not using the UNCW mailing label, the
address of the sender must be
displayed in the upper left-hand corner of the envelope,
using the
same courier format as the addressee format.
The UNCW department
name of the sender must be indicated.
3. Courier Designation.
The courier designation must be clearly visible on the lower left of the envelope
and must NOT be a part of the address. The courier designation should NOT
be typed on the envelope but should be indicated either by hand-lettering
the word "COURIER" in large, bold letters (preferably in red) or
by using a "State Courier Service" stamp, which may be purchased
from Central Stores under stock number 618-69110. (See Procedure AUX
4.10.) When using the "State Courier Service" stamp, use a red
stamp pad.
4. Sorting of Courier Mail.
Segregate courier mail from regular mail when sending to the mail room. Any
additional sorting required will be done by UNCW Postal Services.
5. Improperly Prepared Courier
Mail.
Courier mail not properly addressed or prepared may cause delays in processing.
6. Departmental Charges.
Charges for the use of the state courier service will be billed through decentralized
billing directly to the department indicated in the return address. Courier
charges will be shown as a separately identifiable item, with a total of the
courier charges for each day shown rather than a charge for each individual
piece of courier mail.
