1.50 - Interior Decoration of University Facilities

A. Purpose.
To establish a mechanism to ensure that interior decoration of university facilities is accomplished in a cost-effective, tasteful manner and is compatible with university objectives.
B. Scope.
This policy will cover the selection of interior decoration for all public, common, and office spaces in university-owned facilities. See Policy statements for examples of interior decoration projects covered by this policy.
C. Policy.
All projects involving the interior decoration of new construction, as well as the redecoration of existing facilities, will be reviewed and approved by a standing committee appointed by the Chancellor. No interior decoration of university facilities will occur before approval is obtained from the committee.
Examples of interior decorative design projects governed by this policy include, but are not limited to, the following:
* Decorative themes for building interiors and
common areas.
* Wall hangings and decorative items placed in common areas which influence
the
public image of the university.
* Use of non-standard colors for walls, carpeting, and draperies.
* High-cost decorative projects involving unusual fabrics, carpets, and
wall
treatments.
* Internal decoration associated with new construction and formal renovations.
Furnishings such as desks, file cabinets, bookshelves, equipment stands, and storage items do not need to be approved through this committee, even if they have some decorative purpose.
D. Procedures.
1. Development of the Proposed Decorative Design.
a. The interior decorative
design of campus facilities may be accomplished with
university resources, by contract
with an interior designer, or as a part of the
design contract with an architect
or engineer.
b. Departments desiring
the assistance of an interior design professional in
developing the proposed design should
follow standard contracting procedures
as outlined in Administrative Procedure
PUR 1.30. Contact the Assistant Vice
Chancellor for Business Affairs-Facilities
for additional guidance on this issue.
c. Interior design professionals,
or university design staff, will work with the end
user of the facility in which the
work is to be accomplished to ensure the design
meets the requirements of the end
user and is compatible with the overall design
of the particular facility.
2. Review and Approval of the Proposed Decorative Design.
a. Upon completion of
the proposed decorative design, the department head will
submit a memo describing the intended
decorative project to the Assistant Vice
Chancellor for Business Affairs-Facilities.
The department head will provide
appropriate attachments to the memo
to explain details of the decorative project.
Attachments may include, but are not
limited to, the following:
Paint color samples
Wall covering samples
Fabric swatch samples
Carpet samples
Sketches outlining design layout
b. The AVCBA-Facilities
will act as design coordinator and will compile all design
data required to fully explain the
project, schedule the project for review, and
ensure that the designer (if applicable)
will be available at the scheduled review.
Committee reviews will normally be
scheduled quarterly, or as required
depending on the number of projects
to be reviewed.
c. Upon review of the
project, the committee may either approve the project
design, disapprove it as inappropriate,
or approve it with changes. When the
review is completed, the AVCBA-Facilities
will implement the decision of the
committee.
