No way!  The National Student Exchange costs just as much as staying here. 
Through NSE, you can attend another university for a semester or a full year.  There are nearly 200 schools in 48 states, as well as the territories of Puerto Rico, Guam, and the U.S. Virgin Islands.  While on exchange, you only pay UNCW tuition, no more.
